I would like to see us get a list going of changes needed to the corpora.

One of the things that is missing from the corpora is who is in charge of updating it this maybe something we want to look at adding.

I am posting this disclaimer first:

The changes I am about to note are not by any means "all-inclusive." They are based off spending 30 minutes reviewing the corpora (during my lunch break at work) and what I think needs added, changed, or removed in order to make the corpora more comprehensive and more workable.

I also did my best to remove my personal opinions and analyze the document based upon how it works now. There are several things I would like to see changed not listed, but they are more matters of personal opinion rather than necessary for functionality.

I will work out exact corpora language for these changes tonight and post them then. Here are the highlights I think need to be done:

1.1 Monarch
-Needs to include all duties required by the rulebook, including vote on IKCOM and appointment of Rules Rep (see below specifically)

1.2 Prime Minister
-Verify all duties from rulebook are listed under PM(I thought something was missing, but didn't have the rulebook to double check)
-ADD Annual Audit procedures including list of required information

1.8 Board of Directors
-Needs a comprehensive rework to reflect recent allthing decisions.

ADD 1.9 Rules Representative
-Will wirte up proposal for this section, but as it is a vital position to the game as a whole, I feel it should be included in the corpora, and I would rather see it in the officier section than the appointed positions section because of its importance.

3.1 Fighting Guilds
-Currently serves no purpose, beyond the electing of guildmasters. I have a proposal to add to this to make the fighting guilds and guildmasters more useful.

3.2 College of Arts and Science
-Eliminate Gladiators from the corpora, as there are not regular "kingdom-level" fighters practices and the Weapon Rating system is outdated and never used.

3.4 Circle of Knights
-Strike section 3.46, as it is governed by the rulebook.

ADD 3.5 Circle of Lords
-Currently, only referenced in Section 7, but not defined. I will have a proposal for this section soon.

4.1 Allthings
-Add discussion and vote on disciplinary measures against members of the kingdom. As it is, the severest punishment the corpora allows is a reeve to remove someone from play for a day. The ability to discipline members is not granted to anyone or any governing body.

5.1 Orders
-Seperate this section into 2 parts:
--5.11: Amtgard-wide Orders
--5.12: Kingdom specific orders
Reason: one set is governed solely by the rulebook and changed only at the discretion of the IKCOM

6.1 Month of the Crown
-Reset the table and timeline so that it is in a true chronological order
-Move the relics quest to coronation, rather than 1 week prior

6.3 Weaponmaster tournament
-Set definition (currently blank)

6.4 Dragonmaster Tournamnet
-set definition (Currently blank)

7.1 Types of Groups and requirements
-Eliminate County and Grand Duchy
-Set group sizes to the folowing"
Shire: up to 20
Barony: 20-40
Duchy: 40+
-Set award level caps by group to either 2-5-8 or 3-5-7
-Include the exact method by which attendance is figured
Reason: This impact qualifications for Crown Kinght, and should follow closer to the standards other Kingdoms use, in accordance to the spirit of the awards standardization.

7.2
-Add the required usage of the ORK, as voted on by previous allthing, under the responsiblities of Chancellor

7.4 Group promotion
-Remove refence to group taxes

7.5 Group Demotion
-Remove references to group taxes

Here are some of the easy fixes. Changes are in bold.


7.22 Chancellor Duties
7.221 Shall collect and record all dues and donations
7.222 Shall keep a complete financial ledger
7.223 Shall send a reproduction of the group records every 3 months to the Kingdom BOD President.
7.224 Shall ensure that their local group's ORK records are fully updated at least once a month.

7.4 Group Promotion
7.41 Any subgroup may be promoted in status for completion of the following:
7.411 Average attendance high enough to meet the requirements for the
next status level.
7.412 Excellent attendance and support of Kingdom-level events.
7.413 Excellent image within the mundane community
7.514 Timely submission of group records (no longer includes taexs)
7.42 Group Promotion requires Kingdom Allthing approval

7.5 Group Demotion
7.51 Any subgroup may be demoted in status for any of the following reasons:
7.511 Average attendance low enough to no longer meet the requirements
for their current status level
7.512 Poor attendance and support of Kingdom-level events
7.513 Poor image within the mundane community
7.514 Late and/or non-submission of group records (no longer includes group taxes)
7.515 Failure to abide by current Amtgard: Rules of Play
7.516 Failure to abide by current Corpora of the Golden Plains
7.52 Group Demotion requires Kingdom Allthing approval

3.4 Circle of Knights
3.41 Shall be composed of all Knight(s) who are Active, Dues-Paid residents of the Kingdom of the Golden Plains.
3.42 Any Amtgard member may approach the Circle of Knights for presenting candidates for Knighthood; however, it is good policy to approach the Guildleader of the Circle of Knights.
3.43 The Monarch must have the Circle of Knights approval by a simple, open ballot plurality vote for approval to award Knighthood to a potential candidate.
3.44 Shall observe group members of the Kingdom for those qualified to receive Knighthood.
3.45 The Guildleader of the Circle of Knights of the Kingdom of the Golden Plains shall approach the Knight of another Kingdom if that Knight's squire resides in the Golden Plains and shall be receiving Knighthood.
3.46 Only a Knight may award a candidate Knighthood.
3.461 If the Monarch is not a Knight, then the Guildleader of the Circle of Knights shall award the subject of Knighthood.
3.4611 If the Guildleader of the Circle of Knights shall be receiving
another Order of Knighthood, the Circle of Knights shall decide upon which Knight shall grant the Guildleader of the Circle of Knights his/her next Order of Knighthood.
3.4612 Special circumstances concerning who should award a candidate
Knighthood shall be taken into consideration by the Circle of Knights.
3.4613 51% simple majority of all Active/eligible GP Knights is
required to set a date for Knight Candidates to ascend to Knighthood.
3.47 At every Crown Qualifications in February and August the Guildleader of the Circle of Knights shall be elected from and by the Circle of Knights, and that position is held for six (6) months.
3.48 The Guildleader of the Circle of Knights has the following responsibilities:
3.481 Is the only one who may call Circle of Knights meetings.
3.482 Shall break all ties in Circle of Knights meetings.
3.49 If a Knight residing in the Golden Plains qualifies for another Order of Knighthood, the meeting concerning granting the Knight his/her next Order of Knighthood shall be held with the absence of the qualified Knight.
3.A If the Guildleader of the Circle of Knights is qualified for another Order of Knighthood, the Circle of Knights may call an impromptu meeting without the Guildleader of the Circle of Knights.
3.A1 The Knight with the most Orders of Knighthood shall preside over the meeting and break all ties.
3.A2 If more than one Knight has an equal number of Orders of Knighthood, the Knight with the most seniority shall preside over the meeting and break all ties.
3.B The Circle of Knights shall meet no less than every three (3) months (Kingdom Midreign, Coronation).
Note: If a Knight should happen to miss the regularly scheduled Circle of Knights Meeting, it is their responsibility alone to contact the Guildleader of Knights to receive a transcript of the events that they may have missed.

Note: Th item removed from the CoK section reads:
-Shall discuss any possible changes for Knighthood criteria to be presented to the Allthing.

Knighthood is included in the awards standardization section of the rulebook and can only be altered by the IKCOM.

3.2 College of Arts and Sciences
3.21 The non-fighting guilds shall have a Guildleader chosen every six (6) months at Crown Coronation. The Monarch shall choose the Science Guildleaders, and the Regent shall choose the Arts Guildleaders, both must agree on all ten.
(10). Newly appointed Guildleaders shall meet with the Regent at Coronation and plan the activities for the next reign.
3.22 The following are the core guilds:
3.221 Arts – Garbers, Armorers
3.222 Sciences -- Smiths
3.223 More guilds may be added by the decision of the Kingdom Allthing.
3.23 Guildleaders are responsible for encouraging the growth and interest in their respective guild.
3.24 Arts and Sciences Guildleaders have the following duties:
3.241 Garbers -- inform the Monarch and Regent when a Garber credit should be awarded for the following reasons: armor construction, flag/banner, construction, making garb for others, making garb for one's self (note that the Garber credits may be awarded in addition to other awards or orders).
3.2411 Aid the Regent in scheduling and location of garbing workshops.
3.242 Armorers – Inform the Monarch and Regent when an Owl should be awarded for the following reasons: Armor Construction, making armor for
others.
3.2421 Aid the Regent in scheduling and location of garbing workshops.
3.243 Smiths -- Inform the Monarch and Regent when a smith credit should be awarded for one of the following reasons: sponsoring a major
Amtgard event, workshop, or any other comparable service to the club.
3.2491 Aid the Regent in the set-up and location of all cultural workshops.

Alright, after reviewing what I have left, I do not believe I can have it all set before the end of the night. I will have them all posted prior to the next kingdom allthing. The volume of work needed is simply larger than I orginially thought.

1.20 All candidates for Prime Minister must be at least 18 years of age.
1.21 Every second weekend in June and December an election shall be held. The winner of this election shall become Prime Minister for six (6) months.
1.211 Only those who meet eligibility requirements may run for Kingdom Prime Minister.
1.22 Must keep records of attendance for Active members in the Kingdom Proper and Kingdom Greater.
1.221 Must keep the member information files accurate and current.
1.222 Maintain past archives of official Inter- and Intra-Kingdom publications.

1.271 The Audit shall consist of four sections: administrative, group, overall, and extras.
1.2711 The Administrative section will consist of all sign-ins, waivers, allthing minutes, dues paid list, financial ledger, and positive bank account balance over the last six (6) months.
1.2712 The Group section will consist of the group’s consistency of posting their allthing minutes and officers list to the Golden Plains Forums (www.golden-plains.com/forums) and submitting a list of awards giving out by the group in the last 6 months.
1.2713 The Overall Section will consist of the group submitting its records on time and meeting the average attendance requirements as set forth in section 7.1 of this corpora.
1.2714 The Extras Section will consist of the group’s community service, workshops, demos, and attendance at kingdom level functions over the last six months.

The section is completely rewritten, and the awards are in no specific order. Also the table of requirements for Order of Warrior is exlcuded because I couldn't make it work on the forums, however as no changes are being made, it should be fine.

Nevon, these are ba little of both. I am incorporating the recent changes in, proposing some cosmetic changes that bear no impact on the corpora itself, and then a few sections that will be new proposals, but in the spirit of the corpora as it is. I am saving the bigger changes for the end, and working on the updates/ cosmetic ones for now.

I will post a disclaimer when I get to major changes.

This post contains a proposed addition to the corpora. Change is in bold.

4.1 Allthing
4.11 The Kingdom Allthing shall be scheduled the second weekend of each month.
4.111 The Monarch may reschedule the Allthing with at least one week
advance notice posted publically to the Kingdom members.
4.112 The Monarch or Regent may call an Emergency Allthing, if needed.
4.112a The Emergency Allthing cannot change Copora, the votes are
for a temporay fix, and may only be made permanent at a regularly
scheduled Allthing.
4.12 Anyone may attend the Kingdom Allthing.
4.13 The Allthing may do the following:
4.131 Discuss and vote on expenditures of the club treasury.
4.132 Discuss the future and priorities of the Kingdom.
4.133 Discuss possible reasons for removal of club officers and special
circumstances for them retaining their positions.
4.134 Discuss and vote on possible disciplinary measure to be imposed on members of the Kingdom who regularly or severely violate the rules.
4.14 Only dues-paid Kingdom of the Golden Plains residents may vote on presented
policies and decisions.

4.15 Only the Monarch and Regent may call an Allthing.
4.151 The Prime Minister may call an Allthing if the Monarch and Regent are
confirmed absent on the day of the regularly scheduled Allthing.
4.1511 The Champion may call an Allthing if the Monarch, Regent, and
Prime Minister are confirmed absent on the day of the regularly
scheduled Allthing.
4.16 All Allthing votes must be brought up at a regularly scheduled Allthing, and voted

While this section has several additions, all these addition are powers directly from the Rules of Play. For that reason, I consider this a minor revision. All changes are in bold.

1.1 Monarch
1.10 All candidates for Monarch must be at least 18 years of age.
1.11 The winner of the Elections at Crown Qualifications shall become Kingdom Monarch for six (6) months, beginning at Crown Coronation.
1.111 Only those candidates who qualify at Crown Qualifications and meet
eligibility requirements may run for Kingdom Monarch.
1.12 May call a Kingdom Allthing in keeping with one’s duties.
1.121 Shall break all ties in the Allthing.
1.122 Shall break all ties in elections.
1.1221 If the Monarch is directly involved in an election, the next highest uninvolved non-assigned position shall break the tie.
1.123 The location of the Kingdom Allthing is left to the discretion of the current Kingdom Monarch
1.13 Is an ex facto member on the Kingdom B.O.D., but shall cast no vote.
1.14 Shall work with the Champion and Guildmaster of Reeves to ensure that all rules are applied fairly, accurately, and honestly on the battle and tournament fields.
1.15 Shall work with the Champion and Guildmaster of Reeves in checking armor, weapons, and other equipment for safety and legality.
1.16 Shall approve any minor under the age of 14 years old to participate in combat, including any limitations to that participation.
1.17 Shall represent the Kingdom of the Golden Plains in the Interkingdom Circle of Monarchs.
1.71 Shall designate a representative and provide written proof of his choice to take the Monarch's place at the Interkingdom Circle of Monarchs in the event the Monarch is unable to attend.
1.18 Shall select the Kingdom Rules Representative within two (2) weeks of beginning their term.
1.181 If the Monarch does not wish to change the Rules Representative, then the Monarch shall inform the Rules Representative within two (2) weeks of the beginning of their term.

1.19 Shall preside over and conduct all ceremonies within the Golden Plains.
1.1A May award the following honors at their discretion:
1.1A1 All Orders and Credits
1.1A2 All Titles of Nobility
1.1A3 Titles of Masterhood for the Fighting Guilds
1.1A4 Titles of Masterhood for the Orders
1.1A5 All Peerage (Discretion of Circle of Knights)
1.1B May create new honors, orders, and titles with approval of the Kingdom Allthing.
1.1C Shall descend from the throne if current Monarch misses four (4) weeks in a row or more than eight (8) weeks total.

1.1D May receive the title of Duke/Duchess or equivalent after exceptional and successful completion of term.
1.1E No person may be Kingdom Monarch for more than two (2) consecutive terms.

This change was not previously list, but is necassary. The Qualifications Coordinator is not formally defined in any section of the corpora. This change ressolves this issue. It is a small clarification, and I consider it a minor change. All changes are in bold.

6.2 Crown Qualifications
6.21 The Crown Qualifications Coordinaor shall be the highest ranking, uninvolved officer not seeking an office in the Crown Elections.
6.211 If the appropriate officer is unable to serve as Crown Qualifications Coordinator, then they shall designate an univolved resident of the Kingdom to serve in their place.

6.22 Any resident of the Kingdom of the Golden Plains may enter Crown
Qualifications events.
6.221 Crown Contestants shall announce in a written format to the Prime
Minister which position/positions one is running for at least three (3) weeks before elections are held.
6.23 Contestants running for Monarch, Regent and/or Champion must enter a minimum of required events as set forth below:
6.231 Contestants running for Monarch, Regent, and/or Champion may not enter more than 15 Maximum categories. Only the entrants top 15 scores will be used for Qualifications purposes.
6.2311 Monarch -- six (6) cultural; six (6) warskill
6.2312 Regent -- eight (8) cultural; four (4) warskill
6.2313 Champion -- four (4) cultural; eight (8) warskill
6.24 If contestant is running for two (2) or more positions, one must meet minimum required events stated for those positions, i.e. if running for Regent and Champion positions must enter eight (8) cultural and eight (8) warskill.
6.25 Multiple entries are allowed in a category, but a single entry may not be entered in more than one (1) contest.
6.251 Only the highest scoring entry of a contestants multiple entries in a single category shall count towards the total required points.
6.252 Contestants entering cultural entries must complete at least 90 percent of the work on the entry before it may be entered into competition.
6.2521 All work stated is based on each contestant's honor.
6.26 Qualifications Coordinator shall sponsor a minimum of ten (10) cultural and ten (10) warskill categories.
6.27 Cultural entries shall be judged by five (5) members assigned by the Qualifications Coordinator. The five (5) judges shall be non-involved, i.e. not a Crown contestant or entering an entry in a cultural category.
6.271 Each cultural entry is scored in a range of zero (0) to five (5).
6.2711 Scores of zero (0) being the lowest and five (5) being the highest.
6.2712 All of the judges' scores are averaged to the tenth and that is the final score for that entry.
6.27121 Crown Qualifications Coordinator has the option of eliminating the
highest and lowest judges' scores and averaging the three (3)
remaining scores, and that is the final score for that entry; however,
Crown Qualifications Coordinator shall use this method on all entries.
6.28 Warskill categories are scored as follows:
6.281 Five (5) points for first place in a warskill category
6.282 Three (3) points for second place in a warskill category
6.283 One (1) point for third place in a warskill category
6.29 Contestants must meet minimum required total required points for position desired.
They are as follows:
6.291 35 total points for Monarch
6.292 30 total points for Regent
6.293 25 total points for Champion
6.2A If a contestant is running for two (2) or more positions, one must meet minimum required points for position requiring higher points.
6.2A1 If contestant does not meet necessary required minimal points for position requiring higher points, yet meets minimum required points for position requiring lesser amount of points, contestant may still run for position requiring lesser points, if entered.
6.2B Crown Qualifications shall be scheduled for cultural events on the first day, and warskill events on the second day at the Subgroup designated by the current monarch.
6.2C Final voting results shall be announced no more than two (2) hours after warskill events are completed.

6.1 Month of the Crown

The bulk of the section is sound, but a few small issues exist.

First the dates in the table and the written breakdowns of events contradict on Crown Coronation. The Table says 3rd weekend of Feb and Aug, while the description states first weekend of March and September. I cannot recall which actually correct, but which ever one is incorrect needs to be corrected.

Also, I propose the following change to fit with actual practices. This would be changed in both the table in section 6.11 and the section below (subsequent sections will need to be renumbered).

6.15 Relic Quest

Sponsor: Kingdom Champion

These would fall under minor changes.

The following section is an addition to the corpora, comprised directly from the Rules of Play. As the entire section is new, it will not be bolded. The Rules Representative may be appointed by the Monarch, or elected by Allthing. I have included both in the model for wording, and urge the Allthing to vote on how to handle it in the future. This may require the removal of Section 1.18 of the proposed change to Monarch and its subsection if Allthing is chosen to have this power

1.9 Rules Representative
1.91 Shall be appointed by the Monarch (Allthing) to an open-ended term, and answer directly to the Monarch.
1.92 Shall only be replaced when one of the following occurs:
1.921 The Rules Representative steps down from their position.
1.922 The Monarch(Allthing) appoints a new Rules Representative.
1.93 Shall solict Rules changes or clarifications from the residents of the Kingdom and compile them into a coherent list.
1.931 Shall have the right to discard changes that are obviously inappropriate.
1.94 The Rules Representative will be the only person allowed to post to the designated board to discuss or suggest a rules changes and clarifications.
1.95 Shall discuss the Changes on the approved board to help clarify and clean up wording and intention of the changes.
1.96 Those eligible to be the Rules Representative are:
1.961 Active Residents of the Kingdom
1.962 Able and willing to participate in the discussions involving the Rules Revision Process.

Currently the fighting guilds serve little purpose, as they only elect their guildmaster, and the corpora doesn't even explain what the guildmaster does. Additionally, the Rules of Play dictate that the Guildmasters are required to conduct level tests, therefore we need to have them at local level. The following is proposed to bring the corpora into compliance toe the Rules of Play, and give the fighting guilds more purpose. Most of the change is taken from the May 1999 revision of the corpora.

The change is place in bold.

3.1 Fighting Guilds
3.11 Each fighting guild will vote for their Guildleader at Kingdom Crown Qualifications held every six (6) months.
3.12 Class guilds include all fighting guilds (Anti-paladin, Archer, Assassin, Barbarian, Bard, Druid, Healer, Monk, Monster, Paladin, Scout, Warrior, Wizard).
3.13 the Guildmaster of each fighting class shall have the following duties and responsibilities:
3.131 Help new players within their guild to learn and play by the Amtgard Rules of Play.
3.132 Encourage equipment, garb, and personas applicable to their fighting guild.
3.133 Shall conduct level test in accordance to the Rules of Play.
3.1331 Residents may not use higher level class abilities and/or magics without taking level increase tests given by the Guildmaster of the appropriate Fighting Guild, regardless of the number of credits possessed.
3.1332 If a guild member is misusing or abusing their class abilities and/or magics, the Guildmaster of Reeves, the Guildmaster of the appropriate Fighting Guild, and the Champion may retest the guild member to ensure that the guild member is aware of the problems the guild member is having with their class.
3.13321 The guild member may play only to the level that they can prove their knowledge until such time as they are able to pass a higher level test.


Additionally, the following is proposed to cover the groups whose numbers are too small to support the various the Guildmasters.

Add to Section 7.21

7.214 Shall act as Guildmaster of all fighting guilds if population is less than 15 residents.

This proposal is going to be a bit choppy because of the tables in the corpora. I am proposing that we eliminate County and Grand Duchy from the corpora, and return the groups to the original, and Amtgard mainstreamed, levels of shire, barony, duchy. This is so that our awards disperal and requirements for land promotion and offices held therein are more standardized with the rest of Amtgard. We are the only Kingdom who has counties, and while severl have grand duchy in their corpora, this is usually for lands very far from the kingdom's geographic center or groups close to becoming a kingdom of their own. Should we ever find ourselves in need of such section, we can always restructure and add Grad Duchy back in.

Changes are noted in bold if worded for corpora. If they are just changes in a what would be a table, they are in parenthesis.

7.10 Only the Kingdom Monarch, Regent and the Prime Minister have the authority to instantly accept a new group. Anyone may sponsor a group pending the ratification at a Kingdom Allthing.
7.11 Amtgard in the Kingdom of the Golden Plains is broken up into four (4) types of groups. They are as follows:
(Remove county and grand duchy, change the attendance of the remaining to shire: up to 20, barony: 21-40, duchy: 40+ )
7.12 (remove county and grand duchy from the table)
7.13 (remove county and grand duchy from the table. Chnage Award caps to either Shire: up to 3rd, Barony: up to 5th, Duchy: up to 7th, or Shire: up to 2nd, Barony: up to 5th, Duchy: up to 8th)

7.143 Adherence to current Amtgard: Corpora of the Golden Plains
7.144 Approval of the Kingdom Allthing
7.145 Documentation of positive bank account balance in group name
7.15 The members of a Shire shall elect their Mayor, Chancellor, and Consort among all members of the Shire.
7.151 The Mayor shall sponsor a combat tournament immediately after
elections, the winner shall become Sargeant for six (6) months.
7.16 Barony groups shall meet all of the requirements listed below:
7.161 Recommended minimum of one (1) year in existence.
7.162 Documentation of sustained weekly attendance not less than
twenty (20) members average per event.
7.163 Adherence to current Amtgard: Rules of Play
7.164 Adherence to current Amtgard: Corpora of the Golden Plains

This section is entirely new, save for the heading. I have written it to give the broadest possible power to the GMR in order to run the tournament, yet still set a definition and protocol for the process. I think this will also help clear up this issue of title vs job of weaponmaster.

Changes are not bolded, as the whole section is a change.

6.3 Weaponmaster Tournament
6.31 The Guildmaster of Reeves shall sponsor the passage of arms tournament known as Weaponmaster four (4) weeks after Crown Coronation.
6.32 The Guildmaster of Reeves shall have full power to set the number and type of categories for the tournament and the structure for the tournament.
6.33 The Guildmaster fo Reeves shall publicly declare all rules and categories of the tournament two (2) weeks prior to the tournament.
6.34 The Guildmaster of Reeves shall ensure that brackets are maintained and turned in to the Prime Minister for inclusion in the Kingdom records.
6.35 The winner of the tournament shall hold the title of distinction of Weaponmaster for six (6) months until the next such tournament.

The following is a new section proposed for addition of the corpora, and thus constitutes a major change.

3.5 Circle of Lords
3.51 The Circle of Lords shall be comprised of the Monarch and Regent from each subgroup and the Kingdom Monarch and Kingdom Regent.
3.52 The Circle of Lords shall meet at each Kingdom Coronation and Kingdom Midreign.
3.53 The purpose of the Circle of Lords is to ensure regular, productive communication between all lands and levels of leadership.
3.54 Items that can be discussed, but not limited to, include:
3.541 Upcoming Kingdom events and any assistance needed for them.
3.542 Policies the Kingdom Monarch and Kingdom Regent plan to implement.
3.543 Upcoming subgroup events and schedules.
3.544 Concerns of any subgroup that may affect the Kingdom as a whole.
3.55 Should a subgroup's Monarch and Regent both be unable to attend, they may appoint a representative for their group.
3.56 Should the Kingdom Monarch and Kingdom Regent both be unable to attend, the Circle of Lords may be cancelled.
